Life in the Colony is expensive, and lives are very cheap.  Only those with silver can afford the high rates for housing, expensive food and constant bribes to the Colonial Guard.  

Wretched:  Anyone attempting to live a wretched lifestyle in the colony is immediately picked up by the Colonial Guard and deposited in Transported Camps.  They are shortly thereafter sent to one of the work areas.
